Course evaluations are the most direct evidence you have for that expectation, provided they are standardised, well-documented, and tied to a closed quality loop. This is a buyer''s and practitioner''s guide for QA directors, deans, Studiengangsleitung, and quality-management offices at German higher-education institutions (HEIs). It is vendor-aware but framework-first.
The German accreditation framework in brief
Germany runs a two-tier accreditation system established by the Studienakkreditierungsstaatsvertrag (the Interstate Treaty on the Organisation of a Joint Accreditation System for Studies, in force since 2018) and operationalised through the Musterrechtsverordnung (MRVO), which the Länder transpose into state ordinances (Landesverordnungen). The MRVO was reviewed and revised in 2024 following a broad stakeholder consultation. Accreditation decisions are made by the Stiftung Akkreditierungsrat (German Accreditation Council); the assessment itself is carried out by recognised agencies such as AQAS, ACQUIN, ASIIN, ZEvA, evalag, AHPGS, and FIBAA. The German system is aligned with the European Standards and Guidelines for Quality Assurance (ESG), and its agencies are EQAR-listed and ENQA members.
There are two procedures, both with an eight-year accreditation period:
- Programmakkreditierung assesses individual Bachelor''s and Master''s programmes against the formal and content-related criteria of the MRVO. An external expert group — including at least one student member and a representative of professional practice — reviews the programme, and student representatives are involved (for example through a separate statement).
- Systemakkreditierung assesses the HEI''s internal quality-management system rather than each programme. The premise is that a demonstrably effective QM system reliably produces programmes that would pass programme accreditation. Each programme must still run through the internal quality cycle at least once during the accreditation period.
For either route, regular evaluation of teaching and learning with student participation is a load-bearing requirement — not an optional extra.
Where course evaluation evidence is required
Several MRVO criteria are difficult to satisfy without robust evaluation data:
- Studierbarkeit (workability of the programme). The MRVO requires that workload, structure, and assessment density make a programme genuinely studiable. Student feedback is the primary evidence of whether the designed workload matches the experienced workload.
- Qualitätssicherung und Weiterentwicklung (quality assurance and continuous improvement). Programmes must show mechanisms for ongoing review and improvement — and that those mechanisms feed back into changes.
- Student participation. Both procedures expect students to be heard, not just surveyed. Evaluation is the structured channel for that voice.
- System-level effectiveness (system accreditation). The QM system must provide for regular evaluation of all programmes and of the performance areas relevant to teaching and learning, involving students, external academic experts, professional-practice representatives, and graduates — and must demonstrate continuous verification of the effectiveness of the system itself.
Mapping requirements to concrete Koji outputs

Why conversational evaluation strengthens the German file
The German system is explicit that evaluation must inform improvement — the Qualitätsregelkreis (quality control loop). The recurring weakness reviewers find is not the absence of surveys but the absence of a credible link from student feedback to concrete action. Two structural problems make that link hard with traditional SET surveys:
- Thin, ambiguous comments. "Die Prüfungslast war zu hoch" tells a Prüfungsausschuss something is wrong but not what to change. When a traditional tool is the better choice
Be honest with the auditor and with yourself. If your immediate gap is numeric KPIs at institutional scale, large-lecture paper scanning, or a simple dashboard for deans, an established survey platform (EvaSys, Explorance Blue, Qualtrics) may be the pragmatic fit, and many German HEIs already run one. Conversational evaluation earns its place where qualitative depth and a demonstrable closed loop are the weak points in your accreditation file — typically programme revalidation, modules flagged for improvement, and the self-evaluation narrative for system accreditation. A hybrid model — incumbent for breadth, Koji for depth on priority programmes — is often the realistic path.
A practical checklist for German QA teams
- Confirm which procedure applies (programme vs system) and the relevant Landesverordnung.
- Inventory current evaluation coverage: which programmes, how often, response rates, and whether students see the results.
- Identify where reviewers are most likely to probe: Studierbarkeit, closing the loop, and student participation.
- For priority programmes, add probed, standardised evaluation that produces traceable themes and action items.
- Document the loop end to end: feedback → committee decision → change → re-evaluation.
- Keep exports audit-ready for the self-evaluation report and the agency site visit.

Common reviewer questions — and how evidence answers them
Site-visit panels and agency reviewers tend to probe the same pressure points. Preparing answers backed by evaluation evidence is what turns a self-evaluation report from a description into a demonstration.
- "Show us that feedback led to a change." Reviewers rarely doubt that you survey students; they doubt the loop closes. Have at least two worked examples per priority programme where a documented theme produced a concrete change (a reworked assessment schedule, a restructured module) and a subsequent re-evaluation confirmed the effect. This is the single most persuasive artefact for both procedures.
- "How do you know workload is realistic?" Point to probed feedback on assessment timing and density, not just an average rating on a workload item. Evidence that names which deadlines clustered and when students struggled answers Studierbarkeit directly.
- "How are students involved beyond filling in surveys?" Document the path from student statements to committee discussion to decision — and, ideally, back to the students who raised the issue.
- "Is your quality system effective over time?" For system accreditation, show comparable, longitudinal data across cohorts and units, with consistent instruments, so the panel can see trends rather than isolated snapshots.
Documentation tips for the self-evaluation report
Keep evaluation evidence audit-ready year-round rather than assembling it under deadline pressure. Maintain a per-programme evidence folder containing the instrument used, response rates, the thematic summary, the action items raised, the committee minutes referencing them, and the follow-up re-evaluation. Standardised, exportable reports make this far less labour-intensive, and they let your QM office answer a reviewer''s follow-up question on the spot. The goal is a clear, traceable chain — feedback, decision, action, re-evaluation — repeated consistently across the programmes in scope.
